[thredds] catalogRef question.

Hi Nathan,

The HTML view of a catalog isn't defined in the spec. So, the TDS (and 
underlying servlet framwork) does not assume that a remote THREDDS 
catalog can be requested in an HTML view with a simple replacement of 
.xml with .html. Instead it tries to generate the HTML view itself with 
the service URL you are seeing.
